Carlos Andrés Sánchez García

Carlos is a recognized transportation advisor in Colombia with a deep knowledge of the inner financial workings of infrastructure projects. He was the leader of the legal structuring of the PPP for the Northeastern Airports, and the operation contract of TransMiCable. He lead the advisory of the Manizales Transportation System and the Antioquia Train project. Since December 2018, he is member of the pool of experts of the UNOPS as a Senior Advisor in Public-Private Partnerships and Infrastructure Finance.
Carlos has acquired an outstanding experience in social infrastructure projects, as he has been the leader of the legal advisory for PPP projects in social housing, museums, libraries, prisons and schools. He also led the legal advisory for the concession of the Northeast Airports and was part of the legal teams of other relevant projects such as the fourth generation of road concessions, the concession of Bogotá International Airport and the concession of the infrastructure for Transmilenio (Bogotá’s BRT). His experience includes, among others: PPP program for road maintenance, road PPP unsolicited proposal guidelines, 4G program, identification and evaluation of PPP projects for Cementos Argos S.A., and the PPP Contracts for Central – Eastern Roads.

Carlos is the leader of the TMT practice of the firms. Publications like Legal 500 and Leaders League have also considered Carlos as a top advisor in TMT. He recently advised the Colombian government on the operation contract of the top-level domain .CO.

Carlos has lectured Telecommunications Law and PPP contracts in Universidad de Los Andes.
