Duran & Osorio is considered one of the most relevant firms in Colombia in terms of telecommunications, media and technology consulting.
Our experience dates back almost twenty years, since the liberalization process of the networks and services market in Colombia began, until the recent introduction of Internet-based services. During all these years, through our participation in significant transactions, we have managed to accumulate important knowledge of the sector and have consolidated our image as a firm that combines legal and regulatory knowledge with the understanding of the technical particularities and financial requirements of this industry.
This practice area is responsible for aspects related to the telecommunications regime such as the registration of operators, obtaining permits for the use of the spectrum and advising on the application of the regulatory framework. Likewise, the firm has advised state entities in the development of new regulations and has participated in merger and acquisition transactions of operators.
Other aspects dealt with by this practice area correspond to those related to audiovisual media, which include the authorization of TV operators, advice on content distribution contracts for television and OTT schemes.
Also part of this practice area is advice on the legal regime of personal data and, in particular, advice on the execution of contracts under the science and technology regime.

Felipe Herrera Cardozo

Felipe has been part of Durán & Osorio since 2009. Since joining the firm, he has gained extensive experience in the structuring and valuation of infrastructure assets and in mergers and acquisitions operations related to such assets (especially in the sectors of roads, airports, public utilities, and social infrastructure).
Among other mandates, Felipe has participated in i) drafting the standardized PPP contract for the 4G road concessions program and coordinating the legal structuring and contracting of several of its projects—the most ambitious infrastructure investment program in Colombia, with over USD$ 25 billion of expected investment, ii) structuring the concession of 6 regional airports, iii) the pre-feasibility study of El Dorado International Airport 2, iv) drafting the standardized PPP contract for railway projects, v) coordinating the structuring of the First Line of the Bogotá Metro, vi) structuring the Pan-American Highway East, the first public-private partnership project in Panama, and vii) advising ODINSA SA in structuring the El Dorado Max unsolicited proposal as well as the unsolicited proposal PPP for the New Airport of Cartagena de Indias. Additionally, he regularly advises private clients (e.g., Odinsa, ISA, Iridium, CHEC) on submitting PPP proposals (solicited and unsolicited), valuing infrastructure projects, and creating investment vehicles.
In the public utilities sector, Felipe coordinates the structuring of a concession contract for the Canoas wastewater treatment plant. Additionally, he was part of the team that advised the Colombian government on the merger of Colombia Telecomunicaciones with Movistar and the group that helped Interconexión Eléctrica S.A. E.S.P design an ad-hoc platform aimed at investing in the road market of Colombia and Peru's PPPs. Currently, Felipe is part of the team advising the IFC and the Government of Panama on structuring the PPPs for the Centenario Highway and Costa Nera.
